The objective of the Green ICT programme is increased value creation and sustainable growth in Estonia’s private sector. Programme aims to stimulate and develop long-term business cooperation between Estonia and Norway.

Target groups
- The grant is targeted to entrepreneurs registered in Estonia.
- Legal entities from Estonia and Norway can be involved as project partners, including entrepreneurs, non-profit organizations, associations, universities, clusters, etc.
- A prerequisite for the implementation of a partnership project is a partnership agreement. Based on the partnership agreement, partners can make eligible expenses and contribute to the implementation of the project.
- The conditions and obligations arising from state aid apply to all supported projects.

All projects contribute to at least one of the areas provided below:
- Green Industry Innovation to develop or apply innovative green products, services and processes.
- Information and Communication Technologies to develop innovative ICT products, services and processes.
- Welfare technologies to develop innovative welfare products, services and processes.

Evaluation process
Submitted applications were evaluated by Estonian Business and Innovation Agency and the evaluation committee. When evaluating the application, both the information contained in the application and other data available from public databases were considered. Based on the evaluation committee’s proposal, the board of the Estonian Business and Innovation Agency decides on funding or non-funding. After the decision, a project agreement have been signed with all Project Promoters, which specifies the details related to the implementation of the project, such as the dates for the submission of interim reports and the final report and remuneration of the grant.

The submission of reports takes place in the online E-toetus system.
Project reports are submitted by Project Promoters, which include the activity and cost reports from the Partners. All project participants must follow the rules set out in programme conditions, see more from:
A report by an independent auditor qualified to carry out statutory audits of accounting documents, certifying that the claimed costs are incurred in accordance with programme requirements, the national law and relevant national accounting practices, shall be accepted as sufficient proof of expenditure incurred.
A report issued by a competent and independent public officer recognised by the relevant national authorities as having a budget and financial control capacity over the entity incurring the costs and who has not been involved in the preparation of the financial statements, certifying that the claimed costs are incurred in accordance with programme requirements, the relevant law and national accounting practices, shall also be accepted as sufficient proof of expenditure incurred.
