The objective is to support software developments through data-driven reporting that simplify data submission for reporting entities.
The application round was open from 23.09.2024 at 9:00 until 08.11.2024 at 16:00 (extended by one week!).

Who is the support intended for?
- a private legal entity registered in the Estonian Commercial Register or in the register of non-profit associations and foundations
Support can be applied for as state aid (under the General Block Exemption Regulation) or as de minimis aid. In the case of applying for de minimis aid, the total aid received during the current and the two previous financial years does not exceed 300,000 euros. - List of offered public sector partners (subject to updates).
The list is not exhaustive; the applicant may also find a suitable public authority or local government partner on their own.
What can the support be used for?
- A complete data-driven reporting solution is developed
- which is based on the data-driven reporting taxonomy(READ more!)
- covers the data of the reporting entity from their creation to submission to a state authority or a local government authority
- The complete solution includes the capability to describe business transactions in accordance with the agreed taxonomy and standard, as well as the capability to prepare and submit a report based on the original data.
- The prototype complete solution is a technological solution that enables the reporting entity, instead of using traditional reporting forms, to automatically generate and, via a machine interface, submit machine-readable transaction-based reporting data required for reporting from the company’s software to the relevant authority.
- has the capability to automatically submit, receive, and process data in machine-readable form via X-Road
- a state authority or a local government authority and at least three stakeholders of the prototyped field are involved as partners in the development,
- unless the applicant is itself the reporting data submitter and does not collect data separately from companies
- includes one or several real-time economy solutions
- provides added value by enabling the creation of new services
- the activity must support wider adoption of e-invoicing;
- must include a solution that ensures data integrity, confidentiality, and availability to mitigate security risks.
* It is recommended that the data exchange standard XBRL GL (XBRL Global Ledger Taxonomy Framework) be implemented as part of the supported activity, where the data of the prototyped field are exchanged based on the applicable standard.

What is data-driven reporting
Data-driven reporting is a process in which, instead of submitting reports, the reporting entity submits machine-readable data via the X-Road data exchange layer between information systems, and these data are processed.
The goal of data-driven reporting is to exchange data automatically so that the data move from one information system to another without needing intervention.
The data-driven reporting taxonomy (additional information coming soon) is a cross-institutionally agreed complete system of standardized reporting data and classifiers.

Conditions for the development to be carried out
The development to be carried out must be research and development activity, include a real-time economy component, and support the wider adoption of e-invoicing.
novelty – the expected result of the research and development project is always new knowledge, not newly created or significantly improved products or processes. When evaluating novelty, the context and existing knowledge must be taken into account. If the knowledge obtained during the activity is new for the respective field or industry, then it is research and development. Copying and imitation do not fall under research and development, as the knowledge gained in this way lacks the component of novelty;
creativity – research and development must be based on original approaches and hypotheses that extend existing knowledge. Human contribution is an integral part of research and development to ensure creativity. The development of new methods for solving general tasks falls under the definition of research and development (it is creative), while routine activities are not considered research and development;
with an unpredictable outcome – the final result of research and development is always unpredictable, and at the beginning of the project it is not possible to determine the cost of achieving the desired objectives (including time and financial cost) nor whether the objectives can be achieved at all;
systematic – research and development is based on systematically organized formal activities. The research and development project has defined financial and human resources, activities are carried out according to a prepared plan, and both processes and results are documented;
repeatable or transferable – since the objective of research and development is to create new knowledge, the results of the research cannot remain hidden. The process and results of the research and development project must be systematically documented to enable the transfer and adoption of new knowledge and allow other parties to repeat or use the research results in their activities. To prove transferability, for example, results may be published in scientific literature or protected by intellectual property rights.
Real-time economy solutions are technological solutions that have the capability to automatically exchange standardized, structured, and machine-readable data either in real time or in an up-to-date manner. Real-time economy solutions include for example:
a) e-invoices,
b) e-receipts,
c) data-driven reports (incl. sustainability reporting and preferably the use of the XBRL GL (XBRL Global Ledger Taxonomy Framework) data exchange standard),
d) e-consignment notes,
e) the adoption of standardized digital product and service codes (digital product passports), digital information and digital catalogues,
f) sharing a company’s up-to-date data with third parties in real time and based on consent, and
g) solutions for receiving machine-readable data.

The project plan, which includes preliminary mapping with a description of the current situation, development needs and possible solution scenarios, the activities to be implemented through the project, the expected results of the activities along with a timeline, the description of the project to be created, the project budget with costs and their justification, an explanation of project financing, a financial forecast for the project period and for three years after the end of the project, and a risk analysis with the key risks and mitigation activities.

When using service providers, you can include the following costs in the project:
- costs of purchased services
- costs of licensed contractual research, knowledge and patents, and costs of consultancy services and other similar services used exclusively for the project
- cost of consultancy services purchased exclusively for the purposes of the project

EIS evaluates the submitted application within 40 working days.
Based on the evaluation criteria
the impact of the project activities on achieving the objective of granting the support and the output and result indicators, within which the project’s contribution to achieving the support objectives and indicators is assessed
the applicant’s capacity to carry out the project activities, within which the applicant’s qualifications, sustainability, organisational and technical capabilities, and ability to manage risks are assessed
the justification and cost-effectiveness of the project activities, within which the realism of the project is assessed as well as whether the planned activities and solutions are sufficiently cost-effective for achieving the project output and result indicators

Project implementation
The company and the cooperation partner carry out the project in accordance with the agreed conditions. If the cooperation partner requires a prepayment, the company is obliged to pay it initially itself (as with all other state supports).
The use of the support must be communicated to the public.
The beneficiary of the support is obliged to separate the project-related costs from other costs. Depending on the accounting software used in the company, the separation of project costs can be arranged by creating a separate cost account for the project or by distinguishing the project costs by adding attributes corresponding to account codes (object, project, etc.)

Submission of the final report
A report on the project must be submitted by the deadline specified in the decision to approve the application.
The report must include:
materials proving the completed development;
the beneficiary’s assessment of the project’s effectiveness and implementation;
the beneficiary’s confirmation and signature regarding the accuracy of the data.
The report must be submitted in the e-Support environment together with the payment request.
The support amount will be paid out within 30 working days after the submission of the report on the achievement of the project results.
If it becomes evident that the work does not meet the required conditions, the support will not be paid out.
