Who is the support intended for?

  • A private legal entity registered in the Estonian Commercial Register or in the register of non-profit associations and foundations
  • The project must be aimed at providing road transport or freight service document preparation or data exchange services
  • De minimis aid (VTA) does not exceed EUR 200,000
  • Neither the applicant nor its legal representative has a valid conviction under §§ 209, 2091, 210, 2601, 372, 373, 379 or 384 of the Penal Code
  • Economic activity has neither ended nor been suspended
  • Tax arrears to the state together with interest do not exceed EUR 100 or have been deferred
  • Tax declarations and annual reports have been submitted
  • The applicant is not bankrupt or under compulsory dissolution, and no dissolution decision has been adopted
  • The applicant is not an undertaking in difficulty

17 June 2022 – Workshop

Service Design Workshop for applicants of the measure “Support for the Development of the e-Waybill”

9:30–13:00 held online via the ZOOM platform.

The workshop will focus on creating a customer journey for the service platform together with eFTI platform developers – a more detailed discussion of the data exchange process with public authorities and the National Access Point (NAP), as well as an analysis of how this process functions.

The output will be a clear understanding of what the platform must deliver in terms of eFTI outputs.

During the pre-consultation, the applicant provides the implementing agency with information about the planned pre-assessment and project plan.

Develop yourself or purchase the service

Develop in-house or outsource the service

  • Find the best solution for your company – whether to carry out development activities in-house, purchase services from a provider, or use a combination of both.
  • Consider the costs.

When carrying out developments with your own company’s team, you can include the following costs in the project:

  • Salaries and related statutory taxes and payments
  • Remuneration under a contract of obligation (civil law contract), taxed similarly to salaries, including statutory taxes payable on such remuneration

When using service providers, you can include the following costs in the project:

  • Costs of services purchased under market conditions
  • Costs of licensed contractual research, knowledge and patents, as well as consultancy services and other similar services used solely for the project
  • Costs of consultancy services purchased for carrying out developments

For marketing activities, the following costs are eligible:

  • Salaries and related statutory taxes and payments
  • Costs of services purchased under market conditions

Evaluation of the Application

Application Assessment

EIS evaluates the submitted application within 45 working days.

Assessment criteria for the application:

50%
Impact of project activities on achieving the objectives of the support, outputs, and result indicators, based on which the project’s contribution to the achievement of the support’s goals and indicators is evaluated.
20%
Applicant’s capacity to carry out project activities, based on which the applicant’s qualifications, sustainability, organizational and technical capabilities, and risk management skills are assessed.
30%
Justification and cost-effectiveness of project activities, based on which the realism of the project plan and whether the proposed activities and solutions are sufficiently cost-effective for achieving the outputs and results are assessed.

Project Implementation

The entrepreneur shall implement the project in accordance with the agreed conditions. If a cooperation partner requires an advance payment, the entrepreneur is obliged to cover it initially themselves (as with all other state aid schemes).

The use of the support must be communicated to the public.

The beneficiary is obliged to separate project-related costs from other expenses. Depending on the accounting software used in the company, cost separation can be organised either by opening a separate cost account for the project or by distinguishing project costs through additional identifiers linked to account codes (object, project, etc.).

Submission of Reports

Submission of Interim and Final Reports

Reports on the project must be submitted by the deadline specified in the decision to grant the application.

The report must include:

  • materials evidencing the completed development;
  • the beneficiary’s assessment of the project’s effectiveness and implementation;
  • the beneficiary’s confirmation and signature regarding the accuracy of the information provided.

The report must be submitted in the e-Grant system together with the payment request.

The grant amount will be paid within 30 working days after the report on the project results has been submitted.

Estonia opens large-scale investment incentive

Estonia launches a €160M investment incentive today, offering up to €20M reimbursement for major investments. Bring your next project to one of Europe’s most supportive ecosystems.
