Support for mapping and developing cybersecurity levels
The purpose of the support is to promote cybersecurity of small and medium-sized enterprises (SMEs) in Estonia.
Grant enables Estonian SMEs engage an external consultant to assess the cybersecurity level of their IT systems and carry out necessary developments to enhance it, protecting themselves against cyberattacks and the associated (economic) damages. Support is implemented in cooperation with the Estonian Information System Authority (RIA).
The support is co-financed by the funds of Digital Europe.

Who is the grant intended for?
- For entrepreneurs who wish to raise awareness of cybersecurity and implement solutions that help protect against potential cyberattacks and the resulting damages
- Support can be applied for by SME-s registered in the Estonian Business Register whose main activity lies in following sectors classified under Estonian Classification of Economic Activities (EMTAK):
B (mining and quarrying), C (manufacturing), D (electricity, gas, steam and air conditioning supply), E (water supply; sewerage; waste management and remediation activities), F (construction), G (wholesale and retail trade), H (transportation and storage), I (accommodation and food service activities), J (information and communication), K (financial and insurance activities), L (real estate activities), M (professional, scientific and technical activities), N (administrative and support service activities), Q (human health and social work activities), R (arts, entertainment and recreation) - Project activities must take place in an EU member state or in a European Economic Area (EEA) country (Norway, Iceland, Liechtenstein). Any controlling bodies of the applicant must also be registered in the EU or EEA
What types of projects are we looking for?
Company engages an external cybersecurity expert with in-depth knowledge and experience in network and information systems security and vulnerability assessment to compile company’s cybersecurity roadmap.
Roadmap provides:
- an assessment of the company’s cybersecurity level
- identification of gaps
- necessary activities to improve cybersecurity
- proposals for enhancing technical, physical, and organizational security measures
- an estimate of the duration of required developments
- the sequence of activities
- and a one-year action plan
Project implementation period is up to 4 months.
Company carries out the development activities planned in the roadmap with the assistance of a cybersecurity expert, if necessary. As a result, the company’s cybersecurity level has improved. All projects must be completed by 28 February 2025.

Cybersecurity refers to technical, physical, and organizational security measures used to protect network and information systems, their users, and other individuals from cyber threats.
A roadmap is an assessment of the current state of the entrepreneur’s cybersecurity. It outlines identified gaps, necessary activities to improve the cybersecurity level, and proposals for enhancing technical, physical, and organizational safeguards. The roadmap must be prepared based on the methodology and template developed by the Information System Authority (RIA) (currently in preparation).
The roadmap author is an expert or group of experts with in-depth knowledge and experience in cybersecurity of network and information systems, as well as in vulnerability assessment.
The implementer of development activities is an expert or group of experts with in-depth knowledge of network and information systems.
