Grant for the provision of support services to creative businesses
We promote growth in the international competitiveness of creative businesses.
Via providers of support services, we help to foster the skills and knowledge of start-ups and of businesses already operating in the creative sector, to boost product and service development and capacity for innovation, to develop sustainable business models and to increase international competitiveness.
We promote effective networking and cross-sectoral cooperation models, including with other sectors and R&D institutes.
Submission of applications for the first call for proposals has now closed.
The next call for proposals is planned for 2026.
Before submitting your application, you must attend a preliminary consultation. We will launch these consultations when the new call for applications is announced.
Who is the main target of the grant?
- Applications for the grant can be submitted by legal persons in private law registered in Estonia who would like to provide support services to creative businesses
- To be eligible to apply, a company or organisation must have the skills, knowledge and experience to provide support services to the creative sector, access to national and international networks and expertise, appropriate infrastructure and/or technological capabilities and partners in Estonia and abroad
- The quality of the support services is important, as are their regional accessibility and how well they meet the needs of creative businesses at different stages of development

What qualifies for a grant?
Support service providers offer services that foster the development of creative industries based on the market failure, demand and potential of a region or sector.
The grant can be used to:
- offer a business incubation service (including pre- and primary incubation)
- offer development services to creative businesses in order to support their sustainable growth, export capacity and ability to attract investment
- cover the direct staffing costs of the provider of the support service (up to 30% of eligible project costs)
