RTE Grant for Data Economy Use Case Development and Implementation
We support the development and implementation of data management use cases. The grant helps companies develop and implement data management use cases based on state implementation of digital solutions or the valorisation of data in the public sector. This means the company can develop solutions for data to move automatically between different parties, supporting the principles of real-time economy – the right data reaches the right place at the right time.
Grant applications can be lodged on an ongoing basis.
The Grant for implementing or linking software is one of the forms of aid granted under the ‘Supporting the development of enterprise digitalisation, solutions of the real-time economy and use cases of the data economy’ provision (activity 2).
Please note that you can only apply for one grant for one activity at a time.

Who is the grant intended for?
- The grant for developing and implementing data management use cases can be applied for by companies registered in the Estonian business register
- The grant is not given to projects related to the following economic activities or fields
What is the grant for?
To receive the grant, the activity must be either:
- related to the implementation of a state centralised solution (incl. the necessary analyses and development)
- related to the valorisation of public sector data
The grant can be used for both making the necessary analyses as well as for implementing developments, but the result of the project must be a functioning solution that is genuinely taken into use.
The data management use case must be clearly described in the application and it must be clear how it will be taken into practical use in the company’s daily activities.
The project must meet the following principles:
- the use case creates real company or process value
- the solution involves sharing data or the use of data by multiple parties
- the activities turn the idea into a practical solution (not just analysis)
The aforementioned are a simple summary of the requirements for the project. More detailed terms and conditions can be found in the grant regulation
Eligible expenses and state aid categories
The grant can be used for:
- salaries and state taxes on salaries paid for implementing development activities related to the project
- payments made under a contract under the Law of Obligations in relation to the activities of the project that are taxed the same way as a salary, and the state taxes paid on them
- costs of services related to the project and bought at market prices
- costs of licensed knowledge and patents related to the project
- costs of advisory services bought from an external consultant and other similar services related to the project
In the case of de minimis aid (DMA) costs supported also include:
- salaries paid for managing the project (either under an employment contract or under a contract under the Law of Obligations that is taxed the same way as a salary) and state taxes paid from those salaries
- costs of developing a digitalisation strategy incurred within 3 months of submitting the application
- Costs incurred before submitting the application to the Estonian Business and Innovation Agency
Please note! Applicants may not begin activities related to the project or take on related responsibilities before submitting their application to the Estonian Business and Innovation Agency, except for the costs of developing a digitalisation strategy - Purchasing or updating hardware
- VAT
- Costs paid for in cash
- Bank guarantee index, financial and banking costs
- State fees
- Costs related to travel or work and professional tasks
- Training costs
- Holiday pay and compensation for sick leave
- Costs of employee and officer health checks
- Compensation for termination of employment and other legal compensation
- Costs that are not related to supported activities or are unjustified or unnecessary for the implementation of the project
The size of the grant depends on the type of support, the activity and the size of the company.
In the case of de minimis aid (DMA) the size of the grant is max. 50% of the supported costs of the project. The applicant’s DMA over the last three years cannot be more than €300,000 in total. DMA allowance is calculated per undertaking. See your company’s DMA balance
The size of a grant based on the General Block Exemption Regulation depends on the size of the company and the type of state aid:
art 25 (development projects)
Large enterprise: up to 25% of supported costs
Medium enterprise: up to 35%
Small enterprise: up to 45%
art 18 (consultancy)
Small and medium enterprise: up to 50% of supported costs
Large enterprises cannot receive a grant based on this article
If the activity is supported by both the General Block Exemption Regulation and the DMA regulation, the General Block Exemption Regulation applies.
