SME Development Programme
We support increasing the added value and export capacity of enterprises
We encourage enterprises to invest more in the development of processes, and products and services. As a result of the implementation of the development plan, the enterprise enters the market with a new product, service or technology, which can be exported.
Applications for support can be submitted on an ongoing basis.
A compulsory preliminary consultation must be attended before the submission of an application.
Who is the grant intended for?
- Support is available to small and medium-sized companies registered in the Estonian Commercial Register
- The target region for the support is the whole territory of Estonia, except Harju County and the City of Tartu
- The average sales revenue of the applicant in the last two financial years is at least €200,000 euros
- At least 2 people work full-time for the applicant
- The entrepreneur’s product, service or technology is developed and placed on the market with the help of the project
- The applicant’s added value must increase at least 15% and its export sales revenue must increase at least 15% as a result of the project
- The project must contribute to upholding the underlying principles and achieving the targets of Estonia 2035
- The enterprise must attend a preliminary consultation before submitting an application. In order to register for a consultation, please contact your client manager or [email protected]
What qualifies for the support?
- staff costs
- purchasing services for product and process development
- protection of intellectual property
- materials and fixtures
- training
- marketing activities
- acquisition of equipment
- construction and renovation of buildings and facilities, connection to networks
The percentage of the support in the eligible costs of a project is up to 45% for small enterprises and 35% for medium-sized enterprises in the case of state aid and 60% for small enterprises and 50% for medium-sized enterprises in the case of de minimis aid.
