Support digitalisation

We support advisory and development activities following the company’s digitalisation roadmap in order to create the prerequisites for the adoption of e-government solutions, enhance the efficiency of processes, and thereby increase the enterprise’s competitiveness and capacity to raise the added value of its products and services through digitalisation.

Who is the support intended for?

  • For Estonian enterprises of all sizes whose field of activity is not excluded from the target group of beneficiaries. Read more about the sectors to which the support does not apply.
  • The average sales revenue of the main field of activity over the previous two financial years must be at least EUR 200,000.
  • De minimis aid (VTA) must not exceed EUR 300,000.

For what purposes can the support be used?

The support can be used for advisory services and development activities necessary to address the bottlenecks identified in the digitalisation roadmap and to implement development opportunities.

What constitutes an eligible advisory service and development activity?

The roadmap identifies bottlenecks, and the follow-up project helps to resolve them or supports the identification of development opportunities related to the bottlenecks indicated in the roadmap.

Advisory services are provided in the fields of digitalisation, automation and cybersecurity.

The development activity is related to the digitalisation, automation and cybersecurity solutions set out in the digitalisation roadmap and is carried out for their implementation.

The process and outcome of the advisory service and development activity are documented in a form that can be reproduced in writing.

The following cannot be supported:

  • value added tax (VAT);

  • cost of purchasing a software licence;

  • cost incurred before submitting the application to the implementing agency.

A digitalisation roadmap is in place

A digitalisation roadmap must be in place (it may have been prepared earlier, but it must be up to date).

If a roadmap has not yet been prepared, it can be developed with the help of the Digitalisation Roadmap Best Practice. Currently, there is also an open  grant for applying for a digitalisation roadmap.

The digitalisation roadmap is a strategic document with a three-year action plan of the enterprise, which includes an assessment of the company’s initial level of digitalisation, automation and cybersecurity principles, an overview of the investments needed to eliminate bottlenecks in these areas, an assessment of the return on those investments, and the impact of the changes resulting from the implementation of the digitalisation roadmap on the company’s financial performance.

The Digitalisation Roadmap Best Practice describes in detail the principles of the support, the application process and the methodology for preparing the digitalisation roadmap. Compliance with the Best Practice is a prerequisite for the successful preparation of the digitalisation roadmap and for compiling a report that meets the requirements.

Requesting price quotations

Requesting price quotations

For the implementation of the activity, at least one price quotation is required if the cost of the service without VAT is less than EUR 20,000.

If the service costs EUR 20,000 or more, at least two comparable price quotations must be requested.

The price quotation must include at least the following:

  • competencies of the service provider

  • references

  • timetable for the work

  • scope of the service

  • price

Preparation of the action plan and budget

Based on the received price quotations, you can prepare the action plan and the budget.

Submission of application

 

Completion and submission of the application

The application can be prepared and submitted in the Structural Support e-environment, where you must log in using Mobile-ID, Smart-ID or ID-card.

In addition to the application, the following documents must be submitted:

  • Digitalisation roadmap
  • Price quotation(s) from an external service provider

  • If the service costs more than EUR 20,000, at least two price quotations

  • Action plan and budget form (form)

  • Applicant’s balance sheet and income statement as at the end of the quarter immediately preceding the submission of the application

  • If the applicant belongs to a group, the group structure chart (form)
  • Consolidated annual report, if the group information is not available from the register

 

 

 

Evaluation of the application

Within up to 20 working days from the submission of the application

After submission, both the content of the application and the eligibility of the applicant will be verified and evaluated according to the assessment methodology.

  • consistency of the project with sectoral development plans and its impact on achieving the specific objective of the operational programme and the objectives of the measure;

  • justification of the project;

  • cost-effectiveness of the project;

  • capacity of the applicant to implement the project;

  • consistency of the project with the principles and objectives of Estonia 2035.

If the application contains deficiencies, it is possible to rectify them within 10 working days. The deadline for processing the application will be extended by the time granted for rectifying the deficiencies.

Projects that meet the established conditions will receive funding.

 

Implementation of advisory and development activities

There are 12 months available for carrying out the necessary advisory and development activities.

Please note that project activities may not be started before the submission of the application and the project start date.

Submission of reports

Submission of the final report

A report on the project must be submitted by the deadline indicated in the grant decision.

The report must include:

  • documentation of the process and outcome of the advisory and development activities in a form that can be reproduced in writing;

  • the beneficiary’s assessment of the effectiveness and implementation of the project;

  • a description of the contribution to the principles and objectives of Estonia 2035.

The report must be submitted in the e-Grant environment together with the payment request.

The grant amount will be disbursed after the report on the achievement of the project results has been submitted.

If it is established that the work does not meet the required conditions, we reserve the right to withhold the payment of the grant.
