Grant for innovation and development in cybersecurity

We support cybersecurity companies developing innovative, higher value-added products and services

The grant will help strengthen cooperation between research and development institutions and companies
or organisations involved in the development of cybersecurity products and services, in order to carry out innovation and development activities in the field of cybersecurity.
The grant is implemented in partnership with the Information System Authority

The application for the grant is open from 12.01.2026 at 9:00 to 15.12.2026 at 16:00.
Applications for the grant are reviewed on an ongoing basis
.
The amount of the grant is between EUR 60,000 and EUR 100,000.

The terms and conditions of the grant and information on applications will be presented at an information session on 14 January 2026 from 11:00-12:00 (in Estonian).

Who is the grant intended for?

  • Funding may be applied for by a company entered in the Estonian Commercial Register whose business activity relates to cybersecurity products and services
  • The applicant’s principal activity falls within EMTAK 2025 division K: telecommunication, computer programming, consulting, computing infrastructure and other information service activities
    Check the compatibility of your company’s EMTAK code
  • Project activities must involve a partner
  • Project activities must take place in a member state of the European Union or the European Economic Area (Norway, Iceland, Liechtenstein). The applicant company and the company controlling the partner must also be registered in the EU or EEA.

What kinds of projects are we expecting?

The grant is targeted at projects carrying out innovation and development activities
in the following areas:

  • cybersecurity automation
  • the use of artificial intelligence in cybersecurity
  • tools and strategies for the transition to quantum-resistant cryptographic algorithms
  • cybersecurity of space technologies

What qualifies for the grant?

The following activities are funded:

  • proof of concept or prototyping and testing
  • developing, testing and demonstrating technological components
  • organising product trials and industrial experiments or feasibility studies

The following activities are also eligible for implementation of main activities:

  • accreditation, certification, standardisation and conformity assessment
    metrology services
  • advice on the legal protection of patents, utility models or designs, or on applying for registration protection
  • technology-based consultancy in the field of product and service design
  • the recruitment of a doctoral candidate or doctoral degree holder to carry out activities planned in the project
