Who can apply for the grant?
A company registered in the Estonian Commercial Register may apply for the grant if it plans to:
- invest at least €70 million in fixed assets
(Special conditions:
– In the defence industry, support is granted to a project with eligible costs of at least €20 million
– In the case of priority technologies, support is granted to a project with eligible costs of at least €35 million) - and create at least 20 new jobs as a result of the investment
- while the state cannot own more than 49% of the applicant or a company belonging to the same group as the applicant
What qualifies for the grant?
The grant is available for investments with eligible costs of at least €70 million (EUR 20 million for the defence industry and EUR 35 million for priority technologies) that increase the competitiveness, export capacity and added value of the company.
What types of investment are eligible?
- For a small or medium-sized enterprise (SME), eligible investments may include establishing a new production unit, extending an existing unit, diversifying production into products not previously produced by the enterprise, or fundamentally changing the production process. The specific conditions depend on the applicable type of State aid (Article 14 or Article 17)
- For a large enterprise, the investment must create a new economic activity. This may include establishing a new independent production unit or diversifying an existing unit into a different activity. Simply increasing existing production capacity is not sufficient. Setting up a new company does not automatically constitute a new economic activity. The substance of the investment and the independence of the production unit must be assessed; the similarity of activities is assessed using the four-digit EMTAK code (Estonian Classification of Economic Activities)
- Merely replacing existing equipment with similar equipment does not meet the conditions for an eligible investment
When determining enterprise size, the data of partner and linked enterprises are also taken into account where applicable. A group company with a small workforce may not qualify as an SME.
What results must be achieved?
- Create at least 20 new jobs within one year of project completion. The average gross monthly salary of the selected 20 jobs must be at least equal to the Estonian average gross monthly salary for the project’s sector. The benchmark is the quarter preceding submission of the application and the sector’s EMTAK code two-digit level of detail
- The created jobs must be maintained for at least three years from project completion. Assets acquired with the grant must be retained for at least five years from the end of the project’s period
